Due to civil unrest and a difficult political context, reading promotion and the creation of a literary environment are lacking in Vietnam, Laos and Cambodia. A century and a half of warfare has led to a neglected education system in Vietnam. Libraries in primary schools are mandatory, yet the spaces are used to store teaching material, not to welcome students. In Laos, reading and writing support is virtually non-existent in rural zones. Due to years of conflict in Cambodia, the country's education system faces a lack in quality human resources.
