Among the many issues pertaining to access, quality and achievement in education, the most striking is the substantial number of youth excluded from the system. Many new employment opportunities have developed in India since the opening of economic markets in the 1990s. Uneducated youth, however, are unable to take advantage of these opportunities due to lack of skills or competencies. It is especially important to address the educational needs of India's youth, aged 18-25, who have dropped out the system.
