The partnership forecasts the sharing of resources and knowledge in the building sector and the updating of the teachers’ and student’s professional knowledge and skills. It plans to organize initial and long-term formation for a sustainable professional insertion of young people. Three Centres of Excellence as well as one reference centre will be created. Specific curricula will be deployed in the whole country in the sectors of electricity, wood, building and public work. This project was conceived within an international context of School business relationships and it will trigger the renovation of the education sector for the professional formation of young Haitians. It is the first step before young graduates, notably from unprivileged areas, could finally enter the profession.
This partnership responds to urgent needs. The earthquake on the 12th of January caused the death of 300 000 people and destroyed up to 60% of Port-au-Prince, the Haitian capital. In Léogâne, 80% of the buildings have collapsed or damaged. Most public buildings and institutions have been hit. With more than 4 000 schools destroyed in Port-au-Prince, the education sector is in a very poor state. According to estimates, about 20 million cubic meters of rubbles of demolished structures need to be swept away before starting the reconstruction. This will be of utmost importance in a country with a high degree of systemic risk. Before the January 12th quake, Haiti was already short of a skilled workforce and of people with qualifications in the building sector. The professional formations available were either insufficient or ill-adapted.
The different partners shared their goals and commitments during the signature of the partnership.
Goals of the Ministry of National Education and Professional Formation
- To develop professional training programmes for young people in the electricity, wood and building fields
- To create initial formation programmes with strong links to industry, professionals and education
- To implement new teaching strategies by developing long-term school-business relationships
- To promote advanced technologies notably to valorize local resources
- To develop for students a teaching method based on the construction of real industrial and technical projects to meet the real needs of the sector
- To strengthen management skills and mobilization of international partners in the implementation of professional formation projects
Commitments of the Ministry of National Education and Professional Formation (Haiti):
- To supervise the global project implementation and steering
- To produce guidelines and a professional competencies validation system in the building sector process
- To approve the training plan and the training modules in the building sector while taking into account anti-seismic norms
- To approve the different certificates and diplomas
- To mobilise national and international public actors to facilitate their participations in the training programmes
- To promote policies which facilitate career-related internships and the socio-professional integration of young graduates, notably within the framework of public contracts for the reconstruction of school infrastructures and equipments
Goals of the National Education Ministry (France)
- To promote French know-how in terms of pedagogical engineering schemes in the professional and technical education
- To promote school-business relationships so that professional trainings respond to economic needs
- To participate in the implementation of strategic training programmes in the electricity, wood and building sectors
- To strengthen the links between the French and the Haitian National Education ministries
- To transfer within the French education system the good practices developed in Haiti and benefit from the experience of French experts working on this issue.
Commitments of the French national Education Ministry
- To participate in the organization, installation and functioning of the Centre of Excellence while defining, with Haitian officials, the Centre’s activities
- To coordinate the Centre’s working teams and broadcast their results
- To communicate, represent and promote the project among institutional partners (ministries), technical and financial partners, the French Embassy in Haiti and the French DREIC (French Education ministry)
- To support the Haitian National Education ministry’s to develop training programmes for trainers, teachers, business employees and students through a teaching method based on the school-business relationships and on the performance of practical works in laboratories
- To participate in the cooperation and reconstruction programmes of Haiti with cultural cooperation and cultural action service of the French Embassy
- To mobilise its technical and financial partners to finance the project’s implementation
Schneider Electric’s goals
- To contribute in an effective manner to meet the corporate social responsibility objectives developed by Schneider Electric and its Foundation through its energy access programme BipBop. This program for people at the base of the pyramid addresses three key issues- Business, Innovation and People. It notably offers to train young people in the electricity and automation sectors. The objective is to have 10 000 young people trained in the electricity field by the end of 2011.

- To further strengthen competencies within the university’s Engineering and Architecture department
- To develop new national and international partnerships to further develop and improve academic programmes.
Quisqueya University Commitments
- To participate in the project’s implementation and steering
- To assess the needs in terms of formations and develop with the support of French experts the training project, the training courses, the material organization checklist, the pedagogical guide and the professional competencies validation guideline.
- To develop a professional competencies certificate in the building sector based on the professional competencies validation system
- To mobilise its Engineering and Architecture department, notably the local and international people hired for the Quisqueya University new Master in Earthquake Engineering and Engineering Seismology, to train trainers in the construction sector and young people admitted in the programme
- To coordinate the international technical cooperation to support the implementation of the formation project
- To mobilise Haitian corporate resources for the development and the functioning of the Reference Centre and of the Centres of Excellence
- To guaranty with French experts the formation of the Centres of Excellence teachers by relying on the lessons from the current pilot competency-Based Teacher Education experiment led in technical and professional centres.

Ministry of National Education and Professional Formation (Haiti)
The Ministry of National Education and Professional Formation has the mission to develop and implement a national system of professional formation which responds to the needs of the productive sector and with the final goal of improving the Haitian economy’s productivity
The National Institute for Professional Training will be in charge of the implementation of the national system of professional formation. Corporate partnerships are a key strategy to define, develop and implement professional formation programmes.
National Education Ministry (France)
The DREIC (Direction of the European and International relations and cooperation, part of the French Education ministry) coordinates and organizes the development of exchanges and cooperation between the different education systems of many countries.

The Quisqueya University
The Quisqueya University (UNIQ), a national superior institute, is a private foundation engaged in public interest work.
