Only looking for needs and then satisfying them is to impose development and require local actors to acquiesce. International development is not just a question of needs, but of demands and problem resolution. The actor must be the driver of its own reflection to elaborate and develop its own projects. This is at the central approach of Aide et Action, to develop the developer: propose tools, necessary knowledge and techniques to drive its projects in partnership. The actor therefore becomes the master of its choices, while we give the actor the means: it is the logic of “do with” instead of “do for.”
