The analysis of the needs of the education sector, done in 1998 and reforms taken within the framework of PASE (Alteration Programme for the Department of Education) have shown the magnitude of the needs, but also the strength of desire of the government to revive an almost devastated department. The state is creating a national policy for school textbooks, reinforcing the Regional Education Inspections, giving independence to the current management of the Regional Education Department as well as decentralising the organisation of both primary and secondary school exams.
Because of the low number of girls who have been schooled (1/3 of pupils enrolled) UNICEF along with the state are leading a project within the Committee of Equity. One of the main problems to resolve is the lack of teachers, which has lead to a population of 75 000 uneducated children, which is more than 10% of the children who have been through primary school.
