Until 1975, Benin had a school system, modelled on the French system. In 1975 an Ecole Nouvelle was created based on the socialist concept of development and was in use between 1975 and 1989. The Etats Généraux for education and an audit of the Ministery's functions brought to light the dysfunction and the poor performance of the education system, despite the resources allocated to this department.
In 1991, the government adopted a new Education policy and discussions on education took place in 1997.
